Public Notice regarding Draft FY2015 MTW Annual Plan

The Housing Authority of the County of Santa Clara (HACSC) has developed its draft annual Moving to Work (MTW) Plan for fiscal year (FY) 2015. The MTW Annual Plan, which covers the period from July 1, 2014 through June 30, 2015, describes how the Agency is using its special MTW designation to be more cost effective and creative in the way it meets local needs for affordable housing.

The draft FY2015 MTW Plan is available in full and in summary in the Housing Authority’s main office lobby at 505 W. Julian Street, San Jose. The draft plan, summaries in English, Spanish and Vietnamese and Public Notices for the plan are also available here.

The deadline for submitting comments on the plan is March 21, 2014. Comments must be submitted in one of the following ways:

Or at the public hearing:
A public hearing regarding the draft 2015 Moving to Work (MTW) Annual Plan will be held on Friday, March 21, 2014, at 1:00 p.m. at 505 West Julian St, San Jose. Anyone who wishes to comment on the plan will have an opportunity to speak at the hearing.

In accordance with the Rehabilitation Act of 1973, the Housing Authority will make reasonable efforts to accommodate persons with disabilities. Please call (408) 275-8770 at least 3 days in advance if you require special accommodations. TDD/TTY users call 408-993-3041.

HACSC Conditionally Awards Project-Based HUD-VASH/CHDR Program Vouchers from RFP #16/13

The Housing Authority of the County of Santa Clara has conditionally awarded 45 project-based voucher units under RFP #16/13, issued on December 3, 2013. Project-based voucher (PBV) assistance provides rental subsidies paid on behalf of eligible families who live in units that are contracted under the program. All 45 PBV units were awarded to new construction projects and will serve the homeless/chronically homeless population.

HACSC has conducted a series of public meetings to gather input and prepare for its Fiscal Year 2015 (July 1, 2014 to June 30, 2015) Moving to Work (MTW) Annual Plan. There were three rounds of meetings for the public and the Agency’s stakeholders. The first meeting was held on December 12, 2013 to review and gather input and options from stakeholders on possible future MTW activities. On January 7, 2014, the second stakeholder meeting was held. Staff presented and reviewed preliminary input and proposals gathered from the first meeting. Click here to view the second Stakeholder Meeting slide show.

The third stakeholder meeting was held on January 28, 2014. Staff presented and solicited input on the MTW activities that HACSC will propose in the FY2015 Plan. Strategic Planning

The Housing Authority of the County of Santa Clara (HACSC) is in the process of preparing a strategic plan. This plan will help guide HACSC's decisions over the next five years (2014 through 2019). The plan will identify key policies for HACSC and provide the agency with a framework for future decision making. The HACSC Board of Commissioners will consider approval of the final draft strategic plan at their November 5, 2013 special meeting.

Housing Authority of the County of Santa Clara Needs Assessment July 2013

The Housing Authority of the County of Santa Clara (HACSC) has published the results of the 2013 Housing Needs Assessment for Santa Clara County. HACSC commissioned the Assessment in order to obtain critical data for the development of Housing Program policies.

The results show that the demand for affordable housing is growing in Santa Clara County at time when the federal government is reducing funding for Section 8, and the affordable housing development community is reeling from the state's elimination of redevelopment agencies, a critical source of affordable housing development funds. The population is growing, and the County's lower income households face significant challenges to achieving financial self-sufficiency. Production of multi-family housing has lagged behind that of single-family development, and the rental market is unable to meet the current demand for affordable housing.

HACSC assists about 17,000 low-income households. HACSC also develops, controls and manages affordable rental housing properties. A pioneer in the use of low-income housing tax credits, HACSC has built more than 2,000 units. We're working to accelerate our leasing program for housing our chronically homeless clients, including veterans. Our Moving To Work status enabled us to respond to unprecedented funding cuts by designing program changes that avoided termination of households. Unfortunately, these changes resulted in across-the-board rent increases for a population that is experiencing a challenging job market, low rental vacancy rates, and a shrinking safety net.

Informal Hearing Officer Volunteers Needed

HACSC is in immediate need of volunteer informal hearing officers. We will train all volunteers on the informal hearing process, the Section 8 program changes and the hearing decision. Because the hearing is informal, no legal training is required. Volunteers must be available to serve between the hours of 8am-5:30pm between July 29-August 30, 2013, for a total time commitment of 20 hours during this period. If you are interested in this opportunity to serve in your community, please email: hearingofficer@hacsc.org with your expected availability during this time period. We will contact you to set up training and orientation.

Public Notice regarding an Amendment to HACSC’s Draft 2014 MTW Annual Plan

The Housing Authority of the County of Santa Clara (HACSC) is proposing an amendment to its Fiscal Year 2014 Moving to Work (MTW) Plan, which is currently pending approval with the U.S. Department of Housing and Urban Development (HUD). The proposed Plan amendment is adding two new activities and amends a current activity originally developed in 2009. These changes, if approved by HUD, will provide HACSC increased flexibility to manage the $21 million funding shortfall caused by the federal sequestration and related budget cuts.

Drafts of the proposed activities, and summaries in English, Spanish and Vietnamese are available here. The draft amendment to the 2014 Moving to Work (MTW) Annual Plan is also available in full and in summary in the Housing Authority’s main office lobby at 505 W. Julian Street, San Jose.
