The development plan includes more than 1,800 homes, a new park, elementary school, retail and commercial center, Safeway market, restaurants and more.

Description:  The outstanding hillside location of Helzer Courts influenced its housing design with units reminiscent of early 20th century San Francisco townhouse flats.   Helzer is the first project to be developed on the prominent Communications Hill in San Jose and provides a neighborhood that is safe and secluded yet still adjacent to major thoroughfares, employment and services. A two-car garage and laundry hood-ups for each unit, along with 3 separate lush courtyards where children can play near home and parents can easily supervise, give the units at Helzer a single-family home appeal.

Financing:  The unique permanent financing program for the project centered around the HUD Community Investment Demonstration Program which provided a 15 year project-based Section 8 rent subsidy contract used to leverage a Cal-Pers funded, equitable Real Estate originated, permanent loan.  Additional permanent financing was provided by the City of San Jose while low income housing tax credit based equity was provided by an affiliate of Edison Capital Corporation.  Construction financing was provided by Union Bank of California, the City of San Jose and the Housing Authority.

Description:  This 72 unit family apartment complex was a joint venture between the Housing Authority and an affiliate of the Rotary Club of San Jose.  The Rotarians stocked the resident library with books, sponsor youth activities and hold an annual summer picnic and Christmas dinner annually for the residents.

Description:  Coordinating its effort with the City of San Jose, local businesses and community organizations, the Housing Authority implemented a revitalization effort that collectively took on the fight to end crime, gang activity and slum housing conditions at Poco Way.  The two-year effort included major physical rehabilitation, new construction, critical community work by Project Crackdown, a drug and gang prevention program, and the establishment of a neighborhood service center at Poco Way.

Description:  The design of Bracher Apartments reflects its unique historical context.  The Bracher family sold its longstanding ranch specifically for the creation of senior housing.  It was a natural, then, to create a traditional farmhouse theme, emphasizing comfort and beauty.  This design supports the active residents at Bracher, who take full advantage of the community room, kitchen and library for their clubs and classes.

Description:  The Migrant Housing Center was first developed in 1969 using buildings and operational funding provided by the State.  The Housing Authority has operated the Center since its creation and rebuilt and upgraded the development in 1995.  From May to October, the Center provides a housing community for migrant families who have on-site access to medical services and an infant care center.  During the off-season, the Center is used by the Emergency Housing Consortium as a shelter for homeless families.

Villa San Pedro was a bold start for the Housing Authority's venture into preserving and upgrading affordable housing, and was soon followed by the more substantial and challenging Poco Way revitalization project in East San Jose.
