The Housing Authority of the County of Santa Clara (HACSC) owns or controls more than 2,600 affordable housing units, referred to as the agency’s housing portfolio. HACSC’s housing portfolio is managed by three third-party property management companies:

The HACSC housing portfolio has different operational requirements depending on the various sources of funds used to develop the property. Therefore, it is important that you contact the property manager for the site that you are interested in to obtain that site’s requirements such as tenant selection criteria, rent formula, income requirements and age restrictions. Applying for an Apartment Unit
If you are interested in becoming a resident at any of the sites within the HACSC housing portfolio, you must apply to the particular site to get on the waitlist for that property. The property manager at each site posts a notice on the front door stating whether they are currently accepting names for the waitlist or applications for units. For some sites, the waitlist may be closed.

Our property managers conduct all leasing and management in accordance with Federal Fair Housing Law and disability laws. Income Limits, Rents and Other Issues for Tax Credit Units
HACSC’s housing portfolio provides permanent, low-income housing generally for those below 50% or 60% of the Area Median Income. At some sites, further income restrictions may apply.
Applicants must provide full documentation of their low-income status to qualify, including income and assets documentation, photo ID and a Social Security or ITIN (Individual Taxpayer Identification) number.
Many of HACSC’s properties within the portfolio have maximum rent and income limits set either by the federal government or by the State of California.
Under Tax Credits ,the rent is set at a fixed amount at move in, rather than as a percentage of income, and does not change if the tenant’s income is reduced. Rents may be subject to increase. Because the rent and income information may vary from site to site, applicants must ask the site’s property manager for details on rent and income requirements for that site. Section 8 voucher holders are welcome (but not eligible for units already subsidized with a Section 8 voucher); Voucher holders should let the property manager know as soon as possible in the leasing process.
A small number of sites are funded using Project Based Section 8 vouchers, and tenants pay only 30%-35% of their income for rent. These sites generally do not have an open waitlist and maybe filled from HACSC’s existing list. Three sites (Clarendon Street, Huff Gardens and Villa San Pedro) have Project-Based Assistance issued by HUD for some tenants. Please contact the properties directly for application information.
The initial lease term is generally one year, after which time the lease is renewed on a monthly basis. All applicants over 18 years of age will be subject to a background check which includes credit, criminal and sex offender status. In some properties, legal residency is also required for the head of household.
Unit / Household Size
Depending on the site you are interested in, prospective residents will be considered for an apartment based on their household size at move-in per the household size chart below. Section 8 voucher holders or applicants for project-based units may be subject to different requirements.

All HACSC properties have a NO PETS ALLOWED policy, with the exception of animals needed as a reasonable accommodation.
Smoking (including smoking of medical marijuana)
All HACSC properties are non-smoking. This policy is strictly enforced; the household will be subject to lease termination.
Drug Use Prohibited
All HACSC properties have a NO DRUG USE allowed policy. This policy is strictly enforced; the household will be subject to lease termination if drug use occurs.
HACSC’s property managers generally conduct all leasing and management operations using the English language. Translation services are provided by telephone, upon request, at federally funded properties for essential services only. Applicants and tenants are encouraged to bring their own translator to facilitate the process. Children under 18 may not serve as translators.
Age Restrictions for Senior Housing
Sites within the HACSC portfolio designated as Senior Housing have minimum age restrictions that apply to all applicants. Since age limits vary between properties, please refer to the property profile for property-specific age restrictions at senior sites.
