Fair Market Rents

Fair Market Rents (FMR) are established by HUD and are used by Housing Agencies to establish the Voucher Payment Standards used in the Section 8 Housing Choice Voucher Program. The Fair Market Rents are also used as the maximum allowable gross rents, including utility allowances, for certain special programs, like the Project-Based Voucher Program. Unit condition and location are a consideration in determining rent reasonableness.

These FMRs apply to the following cities: Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Los Gatos, Milpitas, Monte Sereno, Morgan Hill, Mountain View, Palo Alto, San Jose, San Martin, Santa Clara, Saratoga, and Sunnyvale.

*The Department of Housing and Urban Development (HUD) sets the maximum rents (Fair Market Rents and Voucher Payment Standards) for all housing authorities across the nation. As the market warrants it, the Housing Authority has advocated for these rent ceilings to be increased in the County of Santa Clara to help make the Section 8 Program an appealing option for property owners.
