ANNUAL PLAN:
The Housing Authority of the County of Santa Clara (HACSC) is proposing an amendment to its Fiscal Year 2014 Moving to Work (MTW) Plan, which is currently pending approval with the U.S. Department of Housing and Urban Development (HUD). The proposed Plan amendment is adding two new activities and amends a current activity originally developed in 2009. These changes, if approved by HUD, will provide HACSC increased flexibility to manage the $21 million funding shortfall caused by the federal sequestration and related budget cuts.

As part of its participation in the Moving to Work (MTW) Demonstration Program, HACSC is required to prepare and submit an annual MTW PLAN to HUD.
Fiscal Year Ending Jume 30, 2014:
The Housing Authority has prepared a Draft MTW Annual Plan for FYE 2014.
HACSC submitted its draft FY2014 MTW Annual Plan to HUD for approval on April 15, 2013. Below is a copy of the draft plan that was submitted and Plan summaries in English, Spanish and Vietnamese. HACSC expects to receive final approval on the Plan on or before July 1, 2013.

FY2014 MTW Annual Plan Development
HACSC recently held a series of public meetings to gather input and prepare for its Fiscal Year (FY) 2014 Moving to Work Annual Plan. There were three rounds of meetings for the public and the Agency’s stakeholders. The first round of meetings was scheduled in November 2012 and gathered input and options from different groups of stakeholders on developing the Agency’s definition of self-sufficiency and planning a rent reform activity that will incentivize self-sufficiency. In December and early January, a second round of meetings was held. Staff presented and reviewed preliminary input and proposals gathered from the first round of meetings.
On January 24, 2013, HACSC held a third public meeting to recap the public input received from the first two rounds of meetings and presented a preliminary draft of the proposed activities for FY2014. Slide shows and handouts presented at these meeting are available below.
