|

Self-Sufficiency Program (FSS) |
Provides
tenant-based rental assistance for
low-income families trying to become self-sufficient.
Coordinates access to job training and other services, including child
care and transportation. Participants are required to seek and
maintain employment or attend school or job training. As
participants increase their earned income and pay a larger share of the
rent, HUD matches the rent increase with money in an escrow account,
which is then awarded to participants who successfully complete the
program. Participants often use this money as part of a down
payment on a house or to help start a business.

Shelter Plus Care
(S+C) Program |
Participants must be chronic homeless
individuals who have long-term disabilities resulting from serious mental
illness, alcohol and drug abuse, or an HIV positive medical condition. Participants
receive rental assistance while also receiving supportive
services that will help them maintain stability and transition successfully to permanent
housing. Supportive services include counseling, job

HUD's S+C Program Description |
Participants are
identified and referred from eligible service providers in Santa Clara
County. This program is supervised by the Housing Authority with the
cooperation of several partnering agencies and is funded by McKinney Homeless Funds. |

Welfare-to-Work Voucher Program
|
Much like the FSS Program,
Welfare-to-Work provides
tenant-based rental assistance and is designed to help
families become independent of government aid by assisting them to attend job
training, life skills and related courses while they are receiving rental
assistance.

Participants are drawn from the
Voucher Waiting List and must be families who are receiving or are eligible to receive
government aid under the California version of the Temporary Assistance for
Needy Families (TANF) program called CalWORKs.

Below Market Rate (BMR) Rental Program |
The Housing Authority, acts as a monitoring
agent to oversee the BMR Rental Program for certain cities in the County of
Santa Clara. Under compliance with the City, private developers of new
rental housing make ten to twenty percent (10-20%) of new units
available to low- and moderate-income renters. The Housing Authority
establishes and monitors the eligibility requirements of applicants for
these units and ensures compliance with the percentage requirement. |

Low-Income Housing
Tax Credit (LIHTC) Properties |
Offers property owners
and investors a credit or reduction in their tax liability, each year
for 10 years, that is based on the costs of development and the number
of qualified low income units in a newly constructed or rehabilitated
development. In exchange, the owners must offer quality units to
low-income tenants at fixed below market rate rents that are set at 30%
of the applicable Area Median Income. The Housing Authority owns
and operates several properties under this program. Tenants must
meet income eligibility requirements to qualify for residency. |

Rehabilitation (MR)
|
Owners of
rehabilitation rental housing can submit a proposal (ONLY in response to an
officially advertised Request For Proposals) to have
project-based Section 8 subsidy vouchers
attached to designated units in their project. Tenants who live in those
units receive a rent subsidy if they qualify under the Section 8 Program
requirements.

A separate
waiting list has been established for the MR Program. Only
persons already on the
Voucher Waiting List can
place their names on the MR Waiting List when it is open. |

Project-Based Assistance (PBA)

Vouchers may be used at other units in the development that are not part of the
project-based program.

HUD-financed and owned by the Housing Authority. Eligible low

The rental assistance is attached to the unit so tenants cannot "take"
the assistance with them if they move. Section 8 Vouchers are NOT
accepted in Public Housing. |
