June 10, 2014-- NEW SECTION 8 PROGRAM CHANGES
The Housing Authority of the County of Santa Clara’s (HACSC) Board of Commissioners recently approved a reduction in the tenant rent calculation to 32% of gross monthly income. The reduction in tenant rent contribution means that the tenant rent calculation will go down from 35% to 32% of their household’s gross monthly income or $50, whichever is greater, beginning September 1, 2014.
The Board also voted to lift the freeze in contract rents that has been in place since July 1, 2013. The freeze in contract rents will be lifted on July 1, 2014. If a request for rent increase is submitted prior to or on July 1, 2014, and the request is approved, the approved rent increase will be effective beginning September 1, 2014.

June 24, 2013-- NEW SECTION 8 PROGRAM CHANGES
Recently, the Department of Housing and Urban Development (HUD) applied major funding cuts to the Housing Choice Voucher/Section 8 program. In response to these cuts, the Housing Authority of the County of Santa Clara (HACSC) has made several changes which allow it to continue to offer housing assistance to the same number of families in Santa Clara County. Our objective was to provide current participants with some assistance, rather than terminate almost 1,000 families from the program.
One of the changes is a freeze in contract rent increases to owners. This freeze will be effective for a one year period and is effective for any requests to increase contract rents received June 24, 2013 to June 23, 2014. This freeze will allow HACSC to save Housing Assistance Payment costs.
The policy and program changes which will directly affect Section 8 tenants are an increased tenant contribution towards the rent which will be effective on September 1, 2013 and will result in lower payments from the Housing Authority; and a streamlined voucher size policy which will be effective September 1, 2013 or the date a family moves into a new Section 8 assisted unit, whichever comes first. An additional change is, and a one year rent increase freeze.
